Constantine Cannon Welcomes Dan Noel

Mr. Noel, a former Deputy Attorney General and Menlo College track coach, joins the San Francisco office of the renowned antitrust and whistleblower law firm

SAN FRANCISCO, June 10, 2025 /PRNewswire/ — Constantine Cannon LLP is pleased to welcome Dan Noel to its San Francisco office as an Associate. Mr. Noel brings valuable California litigation and government enforcement experience to one of the country’s leading antitrust and whistleblower law firms.

Previously, Mr. Noel served as a clerk to the Honorable Nathanael Cousins for the United States District Court in the Northern District of California. Before clerking for Judge Cousins, Mr. Noel was Deputy Attorney General in the Corporate Fraud Section of the California Department of Justice.

Constantine Cannon’s whistleblower practice has handled many of the largest whistleblower matters in history, particularly under the federal and state False Claims Acts, the SEC and CFTC Whistleblower Programs, and the Anti-Money Laundering and Sanctions Whistleblower Program. The whistleblowers the firm has represented have uncovered fraud and misconduct in a wide range of industries including healthcare, banking and financial services, government contracting, and international trade and customs.

Constantine Cannon’s antitrust practice is responsible for securing two of the top five antitrust settlements in U.S. history, including a $3.05 billion settlement (plus injunctive relief valued at between $25 and $87 billion) as lead counsel to a class of millions of retailers in their payment card tying claims against Visa and MasterCard. The firm recently reached a settlement in a long-running class antitrust action lawsuit against Sutter Health.

“Whistleblowers are essential to uncovering wrongdoing, and we take our work and our choice in team members very seriously,” said Marlene Koury, co-founder of the firm’s whistleblower practice and Partner in the San Francisco office. “Mr. Noel’s experience prosecuting corporate fraud cases at the California Department of Justice, combined with his commitment to protecting the public interest, makes him well prepared to guide whistleblowers through complex cases. We are thrilled to welcome him into our practice.”

Mr. Noel earned a Bachelor of Arts in political science from University of California San Diego, a Master of Science in kinesiology from California State Polytechnic University Humboldt, and a Juris Doctor from the University of California Berkeley School of Law.

While earning his bachelor’s degree at the University of California San Diego, Mr. Noel was the captain of the track & field team and was named Track & Field Athlete of the Year. Before law school, he spent three years as the head track and cross-country coach for Menlo College in Atherton, California.

“I am looking forward to integrating with Constantine Cannon’s team,” said Mr. Noel. “It’s an honor to be working at a firm that boasts such a long list of antitrust and whistleblower success stories.”
