Govini 2025 National Security Scorecard Identifies Urgent Gaps in U.S. Defense Readiness and Supply Chains

ARLINGTON, Va., July 2, 2025 /PRNewswire/ — Govini, the software company that accelerates the Defense Acquisition Process, today announced the release of its 2025 National Security Scorecard—a comprehensive, data-driven assessment of U.S. military capabilities and the industrial base realities behind them.

The Scorecard delivers a sobering assessment: the United States Defense Industrial Base (DIB) is dangerously unprepared for the demands of great power competition.

Now in its 12th year, the Scorecard offers a clear-eyed view of the structural gaps that threaten the U.S. military’s ability to sustain conflict in an era of competition with China. Despite increases in defense spending, the report finds the DIB is not equipped to support prolonged, high-intensity warfare across multiple theaters.

Key findings from the 2025 Scorecard include:

  • The U.S. Defense Industrial Base Lacks Surge Capacity: Compared to China’s three-decade military modernization and Russia’s wartime production ramp, the U.S. DIB remains inflexible, fragmented, and too slow to respond.
  • There is No Real-Time Connection between Battlefield Demand and Industrial Response: When warfighters need critical munitions or spare parts, there is no integrated system to align operational needs with manufacturing capacity.
  • Defense Supply Chains Remain Opaque and Vulnerable: U.S. weapons systems rely heavily on foreign—and often adversarial—sources for key components.

The Scorecard draws on five fiscal years of data including contracts, OTAs, supplier and parts data, patent records, and critical mineral sourcing.
